Is a new binance account better or an old one?

Good day, I'm going to create a new binance account and I've a couple of questions.

1) Are new freshly made absolutely verified accounts good or previous ones?

2) do new accounts have sure restrictions? If sure, what are they?

three) can I exploit binance for bills right here and there,not large ones?

4) can new accounts settle for present playing cards?

I have never used apps like binance,this can be my first. Solutions are appreciated
